Request for Proposals: Rutland Region Housing Needs Assessment
This Request for Proposals (RFP) is issued for the purpose of selecting a qualified firm(s) to complete a comprehensive housing needs analysis for Rutland County (minus Pittsfield) that articulates the critical issues, opportunities and solutions to address the region’s housing needs. The firm will utilize and build upon the Vermont Housing Needs Assessment: 2020-2024 completed for the Vermont Department of Housing and Community Development, West Central Vermont Comprehensive Economic Development Strategy (CEDS), and other sources to analyze the housing stock and housing market within the Rutland County, inventory existing housing resources, identify gaps in the local (municipal level) housing market, identify trends that may affect the housing market over time, and develop strategies to address the current and future needs of the community, with the overall goal of ensuring that housing opportunities are provided for households of all types, ages, and income levels. The firm will also identify the impacts of the following on housing needs for the counties: (1) the COVID pandemic; (2) in-migration and climate change refugees; and (3) short-term rentals and seasonal homes.
