| Committees The Board of Commissioners of the Rutland Regional Planning Commission has three subcommittees: the Executive/Finance Committee, Community Issues Committee, and Regional Issues Committee. All Commissioners are members of at least one standing committee. Committee responsibilities are described below:
Composition: Duties: A. Provide leadership to standing and ad hoc committees through the coordination, facilitation and integration of activities including, but not limited to the development of the Action Plan, the preparation, review and modification of Commission policies and mission statement, etc. B. Act for the Commission between regular meetings and when immediate action is required and proper notice under Section 1103 of the Bylaws cannot be given for a special Commission meeting; in this instance a quorum of greater than fifty percent of the Committee must be present to transact any business. C. Prepare personnel policies and salary schedule and administer those policies to the extent authorized. D. Propose and review amendments to these by-laws; E. Prepare and recommend the annual budget and any amendments thereto; F. Recommend a formula for contributions from member communities; G. All actions of the Executive/Finance Committee, save for those covered by Paragraph B above, shall be forwarded to the Board of Commissioners for final action. No action of the Executive/Finance Committee shall have the effect of over-ruling prior action of the Commission. Duties: A. Work with member communities on matters of areawide interest and act as a catalyst in improving the level of services provided to and by local government; B. Review local plans for consistency with the goals of the Act and compatibility with other plans and prepare recommendations on local plan approvals. C. Review local planning efforts in order to recommend confirmation in accordance with the Act. D. Review state agency plans and specific functional plans and projects for consistency with the Regional Plan and recommend position. E. Participate in the preparation of the Action Plan. Duties: A. Review, and prepare positions on Act 250 applications. B. Coordinate Commission activities with other regional organizations. C. Update and revise the Regional General Plan. D. Update and revise the guidelines for the implementation of the Act. E. Participate in the preparation of the Action Plan.
