LEPC Organizational Structure
The LEPC is an unincorporated non-profit with no staff of its own.

The Rutland Regional Planning Commission (RRPC) administratively supports LEPC #2. RRPC acts as the LEPC’s bookkeeper, prepares minutes, organizes meetings, facilitates communication, and at times facilitates the group’s activity. RRPC also has separate agreements with Vermont Emergency Management to provide additional services directly to local towns and the region to help meet the emergency management and planning needs.

LEPC Membership
LEPC #2 places high value on building coalition amongst all emergency responders and other interested parties. As such, membership in the LEPC is open to representatives of all organizations involved in the planning, response and mitigation of all hazards in the Rutland Region.

Membership shall consist of the following types of organizations including, but not limited to:

  • Any town or city in the Rutland Region (typically, the representative will be the appointed Emergency Management Director)
  • Fire and Police Departments in each town or city
  • Rutland County Fire Mutual Aid
  • Rutland County Sheriffs’ Department
  • Rutland Regional Medical Center
  • Vermont Department of Health
  • EMS organizations and ambulances services
  • Rutland Regional Planning Commission
  • American Red Cross
  • Vermont State Police “C” Troop
  • Railway organizations
  • Aviation
  • Amateur radio operators
  • Towing services
  • Civil Air Patrol
  • Municipal public works/highway departments (typically road commissioners)
  • Industries, including those using extremely hazardous materials
  • Funeral and mortuary services
  • Public and private colleges
  • Public and private schools and day care facilities
  • Community Organizations and Representatives

Organizations seeking membership shall submit a written notification to the LEPC indicating their interest and naming their representative.

The term for each member shall be for the duration of their appointment by their representative organization. Each organization shall have only one voting member, though attendance by additional representatives is welcome.

The LEPC officers are elected from the membership annually.
